County-wide planning

Following the historic floods of 1998 and 2002, government leaders throughout Bexar County united in an effort to provide improved flood control, storm water management, and storm water quality. Bexar County, the City of San Antonio, and the San Antonio River Authority established the Bexar Regional Watershed Management (BRWM) partnership and were later joined by 20 suburban cities within Bexar County.

The BRWM partners worked alongside the community in each of the five watershed areas to identify much-needed capital improvement projects to address the flooding needs across our region. To learn more about watersheds and digital floodplain maps, go to www.BexarFloodFacts.org.

County-wide action

Today, Bexar County is moving forward on these flood control projects and undertaking the largest capital improvement program in its history. Bexar County’s Flood Control Capital Improvement Program is a 10-year, $500 million initiative. This Program funds watershed management and flood control capital improvement projects on a regional, rather than jurisdictional basis throughout Bexar County and, for the first time, addresses flood control challenges within the limits of San Antonio and other suburban cities. 

County-wide goals

• Develop a regional approach to flood control project implementation that benefits all citizens of Bexar County
• Efficiently manage all levels of the process to evaluate, execute, and complete flood control projects
• Manage and leverage flood control resources through project coordination and funding allocations available at the local, state, and federal levels
• Conduct on-going outreach and two-way communication between the community and Bexar County throughout the process

County-wide coverage

A watershed is all of the land area that drains water into a single outlet, usually a stream, river or lake. There are five watersheds in Bexar County that are part of the San Antonio River Basin:

• Leon Creek
• Salado Creek
• Medina River
• San Antonio River
